Political & Advocacy Intelligence Product · May 2026 · Confidential
Techne Media has built a proprietary campaign intelligence product that delivers competitive analysis across broadcast TV (FCC filings), cable, Meta, Google, YouTube, and news correlation in a single, client-ready report. The product was developed internally as part of Techne's AI adoption initiative and has been soft-launched as a value-add with select agency partners.
Early partner feedback validates a clear commercial opportunity. Partners report that their clients would not resist a subscription price point, and have specifically requested a hosted, secure dashboard as a delivery mechanism. This document outlines the strategy to formalize, package, and scale this product.
The 2026 midterm cycle is in full swing. Primary season runs through August, and the general election ramp begins immediately after. Campaign clients are spending and making vendor decisions today. Soft traction with two partners plus positive format feedback creates a narrow window to convert early relationships into recurring revenue before the cycle peaks.
There are three distinct components to the product. Understanding them separately is important for pricing, operations, and partner conversations.
A comprehensive report covering Meta Ads Library, Google Ads Transparency Center, YouTube, FCC political file data (broadcast and cable), and news correlation. Includes spend estimates, creative analysis, timeline correlation, and a strategic assessment.
Current production time: 1 to 2 hours of human review after AI-assisted data collection.
Secure, per-client dashboard access with white-label presentation. Recommended stack: Cloudflare Pages plus Cloudflare Access. Each client receives a UUID-based URL. Setup takes 2 to 3 hours once; ongoing administration requires no technical expertise.
Two-layer security: unguessable URLs plus verified email authentication.
The subscription that bundles a defined report cadence with hosted portal access. Partners purchase a retainer on behalf of their end clients, passing through the cost or marking it up.
Recurring revenue structure aligned to campaign cycles.
This product covers broadcast TV, cable (FCC filings), Meta, Google, and YouTube ad intelligence. Programmatic and CTV impression-level data — as offered by platforms like AdImpact — is not part of the base product. This distinction is important to communicate in partner conversations so client expectations are set accurately. For clients requiring that level of data depth, AdImpact-tier coverage can be incorporated as a premium add-on (see Competitive Positioning).
Two independent security layers protect each report: UUID-based paths that are computationally unguessable, and Cloudflare Access authentication requiring verified email login. This is the same model used by Google Drive and Dropbox. No client can access another client's reports by guessing URLs.
| Tier | Price | What's Included | Best For |
|---|---|---|---|
| Monthly | $600 / mo | 1 full report/month, hosted portal access, secure UUID link per client. Minimum 3-month commitment. | Standard campaign monitoring |
| Bi-Weekly | $1,200 / mo | 1 full report + 1 mid-month delta update, hosted portal access, secure UUID link per client. Minimum 3-month commitment. | Active primary races, mid-cycle monitoring |
| Weekly Pulse | $2,500 / mo | 1 full report + 3 weekly delta updates/month, hosted portal access | High-stakes races, primary season |
| On-Demand | $750 / report | Single competitive snapshot, no subscription required | Pre-pitch research, one-time needs |
| Viewership Profile | $750 / report | Standalone market-level viewership profile by station or program. No subscription required. | Media planning, audience education, buy justification |
The Bi-Weekly and Weekly Pulse tiers operate on a delta update model for all deliveries after the first full report — covering what changed since last time. This keeps production time manageable while justifying higher price points. Hosting is bundled at all tiers and should not be charged separately.
| Active Client Reports | Discount | Extras |
|---|---|---|
| 1–4 clients | Standard price | White-label delivery included at all tiers |
| 5–7 clients | 10% off | Co-branded sell sheet |
| 8+ clients | 15% off | Co-branded sell sheet + quarterly strategy call |
Discounts apply to active clients running simultaneously for the full calendar month. Partial-month additions do not qualify. Discounts are applied as a credit on the following month's invoice — finance processes credits at month close. There is no retroactive adjustment for mid-month changes to the active client count.
Campaign Intelligence should be presented as a standard line item on every media plan and insertion order where it is a logical fit. This includes any plan covering broadcast TV, cable, digital (Meta, Google, YouTube), or a combination — essentially any client in a competitive race or advocacy environment where the opposing side is advertising.
Default approach: include the Monthly tier ($600/mo) as a line item in all new eligible media plans, with a note that Bi-Weekly and Weekly Pulse tiers are available upon request. On-Demand and Viewership Profile reports can be proposed separately as add-ons at any point in the engagement.
Partners should be encouraged to do the same. When onboarding a new partner, walk them through how to present it in their own plans and provide a line-item template they can drop into their standard media plan format.
The white-label partner model is the primary go-to-market path. Partners are political media consultants, campaign strategy firms, and advocacy communications shops that maintain active client rosters throughout the cycle. They are not the end buyer; their clients are. But they are the distribution mechanism.
Partner profile:
Direct deals, where Techne is the named vendor, are higher margin and simpler to contract, but require more sales effort and lack the distribution leverage of the partner channel. Pursue direct opportunistically: campaigns or advocacy orgs that arrive without a consulting intermediary.
Frame the conversion conversation around the hosting launch: we are standing up the secure hosted portal over the next 30 days. When that goes live, we are moving to paid subscriptions. As a founding partner, we'll give you the first 60 days at a reduced rate to make the transition easy.
"Offer your clients a competitive intelligence capability that rivals AdImpact, white-labeled under your brand, at a cost that fits comfortably in a campaign retainer. You don't build it. You don't host it. You just deliver it."
The primary competitive reference point is AdImpact, followed by Kantar CMAG and iSpot. These platforms are the industry standard for campaign intelligence but carry significant cost and access barriers.

Campaign intelligence that rivals AdImpact, integrated across every media channel, at a fraction of the cost, and delivered on your timeline. Competitors deliver data tables and dashboards. Techne delivers a strategic narrative: spend patterns correlated with news events, messaging analysis, and a path-to-victory assessment that campaign consultants can put in front of a client or donor immediately.
For clients requiring impression-level broadcast and cable data beyond FCC filings, AdImpact data can be incorporated as a paid add-on. Internal cost reference: approximately $7,500 per governor race, $20,000 for full statewide coverage, and $7,000–$12,000 for a multi-race state bundle. Propose this only for high-budget engagements where the client has explicitly requested that level of data depth.
Projections below reflect the updated tier structure, blended across monthly, bi-weekly, and weekly clients. Minimum 3-month commitments on Monthly and Bi-Weekly tiers provide a revenue floor and improve predictability. Gross margin is estimated at 75–90% at current production time.
| Scenario | Active Clients | Avg. Rate | MRR | ARR |
|---|---|---|---|---|
| Launch (Q2 2026) | 3–5 | $700 | $2,800 | $33,600 |
| Mid-Cycle (Q3 2026) | 10–12 | $950 | $10,450 | $125,400 |
| End of Year 1 Target | 18–20 | $1,000 | $19,000 | $228,000 |
| 2027 (Off-Year) | 10–12 | $900 | $9,900 | $118,800 |
| 2028 (Presidential Cycle) | 40+ | $1,400 | $56,000 | $672,000+ |
At 1–2 hours of review per report and a blended internal rate, cost per report is approximately $75–$150. On a $600 Monthly retainer, gross margin is 75–87%. On the $1,200 Bi-Weekly tier, margin is similar. At the Weekly Pulse tier, margin is 85–94%. 2027 reflects the political off-year reality; 2028 is where the product scales into a significant revenue line. At 15+ active clients, a part-time intelligence analyst role becomes appropriate.
Reports are generated through a structured project with purpose-built intelligence-gathering workflows. Data collection is AI-assisted across FCC filings, Meta Ads Library, Google Ads Transparency Center, YouTube, and news sources. Human review and editing accounts for approximately 1 to 2 hours per report.
Minimal recurring infrastructure costs. All tools are either free or shared across broader team usage.
| Tool | Monthly Cost | Notes |
|---|---|---|
| Ad Library API (SearchAPI) | $100 | Powers Meta Ads Library data collection for reports |
| Claude (Anthropic) | ~$500 est. | Inclusive of full team usage — not exclusively campaign intelligence. Claude access is a shared operational benefit across all of Techne's work. |
| Cloudflare (Pages + Access) | $0 | Hosted on free / included tier |
| FCC Political Files API | $0 | Free public API |
| L2 Voter Data API | $0 | Included in existing access |
| Total Infrastructure | ~$600 / mo | Marginal cost per additional client is effectively zero |
| Volume | Monthly Hours | Staffing | Key Action |
|---|---|---|---|
| 1–10 clients | 10–20 hrs | Current team | Finalize hosting, convert to paid |
| 11–25 clients | 20–50 hrs | Part-time analyst | Hire analyst, formalize delivery workflow |
| 26–50 clients | 50–100 hrs | 1–2 FTE analysts | Automate data-pull pipeline |
The primary operational bottleneck at scale is the manual data-collection step, not the review step. Automation of the data-pull workflow is a Phase 2 investment, not a pre-launch requirement.
Demand for campaign intelligence is cyclical. Understanding the calendar is essential for timing partner conversations and sales pushes.
| Period | Demand | Focus |
|---|---|---|
| Apr–Aug 2026 | HIGH | Primary season. Close partner agreements now. Campaigns are actively spending and monitoring. |
| Sep–Nov 2026 | PEAK | General election cycle. Maximum demand, maximum partner activity, highest willingness to pay. |
| Dec 2026–Feb 2027 | LOW | Post-cycle. Retain clients with planning-cycle reports. Target advocacy and issue orgs (year-round demand). |
| 2027 (Off-Year) | MODERATE | State and local races, advocacy campaigns, issue orgs, brand public affairs. More predictable, less seasonal. |
| 2028 (Presidential) | PEAK | Maximum cycle. Presidential, Senate, House, and state races all active simultaneously. Primary scale opportunity. |
Advocacy and brand public affairs clients are strategically important because they smooth revenue between electoral cycles. Building a base of advocacy retainers provides year-round stability.
Hosting before conversion. Conversion before prospecting. A working, secure hosted portal is the unlock that makes every partner conversation easier and makes the conversion conversation about a real product, not a promise.
